State Senator Craig Estes has authored a licensed open carry bill (S.B. 17) that looks like it will be passing. Estes’ bill has already been referred out of committee, even though bills can’t be introduced on the House or Senate floors until March 14 2015.
Texas will be the 45th state to allow a form of open carry. The new proposed legislation alters the current concealed handgun license program (CHL) to allow for open carry in some situations with a belt or shoulder holster. Much more is covered within, check out the actual proposed legislation here
